February 2, 2017- As previously announced, on January 23, 2017 President Donald J. Trump issued a memorandum addressed to the “Heads of Executive Departments and Agencies,” prohibiting them from hiring any new employees for 90 days, starting at noon on January 22, 2017, with the exception of “military personnel” or positions deemed necessary to “meet national security or public safety responsibilities.”
In a letter issued by the National Office on January 25, 2017, the NPMHU noted that the Trump memorandum should not have any direct impact on the Postal Service, but that clarification would be forthcoming.
Further clarification about the coverage of this Trump memorandum has now been issued jointly by the U.S. Office of Management & Budget and the U.S. Office of Personnel Management. This joint memorandum was distributed under President Hogrogian's cover letter to all Local Presidents on February 2, 2017.
